could be quite a few things mate
check for air leaks in the fuel system
glow plug might be stuffed
prob the main reason it wont start is the carby is gummed up with old fuel pull it apart and give it a good clean out
also how old is the fuel you are using and where has it been kept

Is the igniter battery good?
Does the glow plug glow when you put it on the igniter?
Can you turn the flywheel, and does the piston move smoothly?
Does the carb open and close smoothly?
Are the fuel lines secure and not leaking air?
Does turning the engine over suck fuel along the fuel line?
Does the pullstart actually turn the engine over?
